ELEVATING LEADERSHIP: MENGGALI URGENSI JABATAN WAKIL KEPALA DAERAH DARI PERSPEKTIF MASLAHAH MURSALAH

Literatur menunjukkan e-Government bagian dari pelayanan publik berbasis teknologi informasi dan komunikasi dalam meningkatkan penyelenggaraan pelayanan pemerintah, memperlancar proses administrasi, dan meningkatkan interaksi antara pemerintah dan warga negara. Namun saat ini, belum ada yang mengkaji secara khusus tentang urgensi wakil kepala daerah perspektif maslahah mursalah. Hal ini penting karena pada ranah definitif, apalagi kewenangan penuh terletak di tangan kepala daerah, tanpa partisipasi wakilnya. Penelitian ini bertujuan untuk mengkaji kewenangan wakil kepala daerah dan mengungkap kewenangan wakil kepala daerah dalam perspektif maslahah mursalah. Peneliti menggunakan pendekatan yuridis normatif dalam menyelesaikan permasalahan. Temuan penelitian ini mengungkapkan bahwa kepala daerah dan wakil kepala daerah mempunyai kebijakan tersendiri dalam meningkatkan kualitas pemerintahan. Namun adanya kendala regulasi terhadap kewenangan dan fungsi wakil kepala daerah, wakil kepala daerah tidak mempunyai kesempatan untuk turut serta mengangkat kepemimpinan (e-Government). Penting bahwa dalam meningkatkan tata kelola pemerintahan yang disertai dengan transparansi dan akuntabilitas, efisiensi dan efektivitas, keterlibatan masyarakat, pemberian layanan, pengambilan keputusan berbasis data, inklusivitas, pengurangan korupsi, pendidikan dan kesadaran, peran baik pimpinan daerah (kepala daerah dan wakil kepala daerah) ) dalam penerapan e-Government sangat diperlukan. Sehingga jika ditinjau dari landasan maslahah mursalah perlu dilakukan evaluasi terhadap peraturan yang berlaku. Sehingga kedua pemimpin daerah dapat bekerjasama dengan baik.
ABSTRACT
The existing literature agrees that e-government is part of information and communication technology-based public services in improving government service delivery, streamlining administrative processes, and improving interactions between government and citizens. However, none of them have specifically studied this system as elevating leadership from the aspect of maslahah mursalah. This is important because in the defenitive realm, especially where full authority is still in the hands of the regional head, without the participation of the deputy regional head. This study aims to examine the authority of the deputy regional head in taking the role of elevating leadership from the perspective of maslahah mursalah. Researchers used a normative juridical approach in solving the problem. The findings of this study reveal that regional heads and deputy regional heads have their own policies in improving the quality of government. However, due to regulatory constraints on the authority and function of the deputy regional head, the deputy regional head does not have the opportunity to participate in elevating leadership (e-government ). It is important that in improving governance with transparency and accountability, efficiency and effectiveness, citizen involvement, service delivery, data-based decision making, inclusiveness, corruption reduction, education and awareness, the role of both regional leaders (regional heads and deputy regional heads) in applying e-government is needed. So that if reviewed from the basis of maslahah mursalah, it is necessary to evaluate the applicable regulations. So that the two regional leaders together can participate well.
